When they decide to clamp down on the flow of information, the people who actually subvert the censors will be in such small numbers they will be completely irrelevant. You are right, no one can control the flow of information entirely, but they don't need total control to dominate the narratives and get away with murder. Hell, right now you can say whatever you want online but half the world is controlled by social engineering techniques alone. Throw a few restrictions on top of that and they will barely have to worry about losing the narrative in any meaningful way again.
