I hope this does not sound questionable, but I actually have no issue with std testing at any age as it could be useful for proving rape/other sex abuse or incase the kid unfortunately picked something up from the environment.

In regards to everything else, teaching abstinence is best.

Slightly related:I also heard about a controversy regarding a sex ed program aimed at prepubesent kids that revolved around teaching them to watch out for rapists and how to identify sex abuse, I do not know details about it though...
