Your Runemaster is too underleveled, straight-up. The others should be okay, if their gear is fine. I guess Runemaster dies a lot and thus lose out on big exp? When you do some quests, "store" all your units except the runemaster before turning them in, in most EOs (and I think 4 applies, but make sure first), exp is split, not shared, so that should help rocket forward their level in line with the rest of the group.

And you're right, I mis-remembered because of Nexus' sheer length compared to other EO games and I was playing them in tandem, 5 doesn't have Imperial.
