The original relied a lot on "narrate while the frame zooms or pans" to stall for time and reduce the amount of cels that needed to be drawn. And when they're doing that pan & zoom gimmickry, that isn't depicted in the cel, they're just showing less than the full frame (again, to make the most efficient use of their drawings).

It wasn't the worst animation I've seen, it's not like First Gundam where you can literally see the scratches on the cels as they slide them around in composite shots. But they definitely min-maxed their animation to squeeze the most seconds out of the fewest number of cels.
