just asking, because it seems like the more time I spend fishing (to get xp), the more likely I am to get an enchanted fishing poles/bows, nautilus shells, etc. Unfortunately, I wouldn't know what to look for in the code to confirm this, so all I can go on is anecdotal experience... =/

yeah, but it seemed like I was getting more high-end loot outta nowhere. not complaining, just found it odd, lol
Does your fishing rod have the Luck of the Sea enchantment or whatever it's called?
Unless it's a bug, no. Fishing has a bunch of components but your accumulated XP isn't one of them. It's probably just random, but if you feel it's a bit too inconsistent, check the wiki page on it. Treasure items have separate, obtuse requirements, which do not interfere with catching fish alone, and it's possible you're intermittently not fulfilling them.
oh, I'm not complaining (actually, I have too many fishing rods and bows right now, lol), it was more puzzling than anything. it seems like i'll get more higher-end loot when I've got a few levels, but it's probably just a false pattern like you said.
There's a 'local difficulty' which slowly increases over time. The higher it gets the greater likelyhood for lots of things like numbers of mobs able to pick up and hold items/weapons... don't know if it effects the fishing loot tables but it probably (?) does.
probably just sampling bias on my end, then.
