Does it use metadata to figure out what's in the video? Or is there an algorithm running constantly on anything you upload to drive that checks too see if it's restricted content?

Retard logic.

I support police being able to arrest and restrain people engaged in activities that are bad for society.

That doesn't mean that if a person is arrested and restrained counter to those conditions that that is the next logical step and that it's poetic justice
