I wouldn't be surprised if this were the case but it almost seems too lax, you'd think there would be more informal jargon.
I thought military entities (such as DARPA) would tend to avoid such informal jargon in documents, particularly in internal stuff.
I don't know, it just strikes me as very wanton, watercooler conversation-esque even. But I dunno maybe DARPA is just cool like that.
