That would be the long serving politicians of both major US parties and other people that support most parts of the current government and policies. The (relative) moderates of both sides who generally favour the military, military intervention, some parts of the welfare state, lax security on the Mexican border, large government agencies of all kinds.

regime is just a normal word for government that has gotten a bad connotation through us-propaganda.
i prefer the word junta. the us-junta, the german junta, etc. pisses off normies way harder.
