People start trolling the system with new 'bad' words, i.e. Jogger
Either nothing changes except for slang or the entire dictionary ends up getting banned.

People will always find ways around if they care to.

They've had censorship like this in China since forever, and all it has done is get everyone really good at speaking in code. You can't say "June 4th" so they all say "May 35th", etc.
