He never made his horse a consul. Apparently he just mentioned at a dinner one time, where all the Senators and aristocrats in attendance were discussing the open consul position, that his horse would make a better consul than any of them. And all of the old guard who hated his guts recorded that as a sign of insanity rather than the epic troll that it was. Just like the entire establishment does all the time with Trump.
