Obviously the most pressing issue California faces. It's not like they are hemorrhaging money, facing a homelessness issue, fighting mass drug abuse, and literally on fire.

The utopia must go forward. If people don't like it and they leave, that's even better since only true believers are left. Self-correcting issue as far as California is concerned.
