I think the true root of the issue with these people is that they've not experienced true and meaningful recreation. They would greatly benefit from a bird's view of nature's majesty.

I'd argue the opposite - that they've not experience true and meaningful hardship. So they have no reference point for just how pointless their "problems" are.
So instead of a relaxing aerial tour, perhaps a community service program? Digging holes, perhaps.
Or fertilizer application in the fields? Perhaps either or both might give some perspective?
I vote for dumping them in a majority black country in Africa. The Congo, maybe? Seems good to me.
