They all know that they're all lying. You and 10 others apply for a job. Let's say you're a 5/10 and the other guys are a 4/10. You claim to be a 5/10, they claim to be a 6/10. The boss either compares 5 to 6 and picks one of your competitors or he assumes you're all scamming, because everyone is a scammer, and assumes your claimed 5/10 is really 3/10 and hires your competitors. Once that's the norm, being the one honest guy would mean having to outperform everyone else's most convincing lie. And why wouldn't you lie? Everyone's already assuming you are. It's not just trying to get perks. Honesty is actively punished.
That's why these societies hit a wall in their development. When the task is complex enough to require more than a handful of people, any competency that is there can't overcome the cheating and jockeying for position.
