Blizzard kept the head writer on staff that literally self inserted himself into a long dead lore character so he could write that guy as the Commander and Largest Simp Possible for his girlboss waifu, who he wrote into being the most important character in the universe for multiple expansions.
That's the kind of unrestrained they consider acceptable, so their staff is probably very unused to having to actually not do whatever they want on impulse.

By that I mean linked to his official Twitter account where said larping and simping was happening. You know, the official account of the lead narrative director of the game at the time.
It was entirely a case of "everyone knows its happening, but only bad thinkers bring it up so anyone talking about it is treated as evil."
Like, he literally tweeted that the new Nathanos body was "looking into a dark mirror" which was the literal title of the short story that brought him back. There was zero lacking of context or misunderstanding of what he was doing.
