So is it trying to target the golf course? Because there's very, very little to do in Aberdeen for tourists that doesn't already happen in other cities in Scotland and the rest of the UK.
As someone who once lived in Aberdeen for a few years I have no fucking idea why tourists would want to go there. I asked my mother, she had no idea. I asked a family friend, he had no idea. Between the 150+ years amongst us there was nothing that came to mind how or why Aberdeen would be visited by tourists.
Except the golf course as another mentions ITT.
Literally the first response I got from both was "Aberdeen? 🤔", it's that unlikely a choice.
Tourists who bring their own money: big problem that must be dealt with.

Don't worry, the oil wells will turn away the tourists anyway.
If you were visiting Scotland, I don't know why you would choose Aberdeen over Edinburgh or Inverness...
This is probably people from the UK, as I've never met anyone visiting Aberdeen, or wanting to visit it, or even ever having heard of it.
Almost every European city has a city tax. A 7% tax on hotel stays is not that huge, though the highest I've seen.
