And of course, birth control. Abortions and children out of wedlock are not as much a problem in Japan.
To mitigate this either by cutting education, or incentivizing/borderline coercing kids is impossible without getting rid of feminism, and the cause of feminism.
There's large amount of conformity in Japan which can work against them in stopping bad actors but when they correctly identify their enemies.....look up what happened to Aum Shinrikyo after the sarin gas attack.

Bad news, Aum still exists, they just changed the name to Aleph.
