You leave the kid at home. Even if it's not ideal, by nine years old you should be able to train her not to do anything stupid before you get back from work.
Considering the mother was too stupid to not leave her kid in her car and her offspring was too stupid to exit the car ... I dunno. The modern world isn't for everybody.
It's been a while but I feel like when I was 9 years old, I would have gotten out of the car. Maybe the kid was special needs.
It’s not unheard of for parents of kids like that to “forget” them in the car when they get tired of caring for them.

9 is old enough to know how to unbuckle your seatbelt and climb into the front seat. and those doors open even when the car is locked or in drive.

A manager at a job I had when I was young did this to his kid. The cops said he tied the kid's hands so he couldn't get out.
