I don't recall any history lesson where America funded and organized the rebuilding of those cities in spite of the Japanese, so I must conclude that they rebuilt all their own homes themselves.
I do, however, recall the billions of dollars sent to Haiti to try to rebuild it after a seasonal hurricane, and it all looks as shitty as it ever did, and it's been that way since the French were forced to leave after being massacred by the locals.
