According to the North Carolina Department of Adult Correction, somebody with Routh’s same full name and date of birth racked up more than a dozen criminal charges in 2001 and 2002, including for carrying a concealed weapon and hit and run. He also picked up a particularly alarming felony in April 2002 for “possessing a weapon of mass destruction,” records show.
fucking what? the ATF is happy to jail you and shoot your dog if your AR's barrel is 10" long, how the fuck was this person roaming free after being caught with what was presumably a bomb!?
IIRC the term "WMD" applies to three four things: biological, chemical, and nuclear, and radiological. So it could have been any of those.
In other news I once remember reading that the USA had a policy that it would respond in kind were anyone to use a WMD on them. However the USA didnt employ biological, chemical, or radiological weapons at the time so regardless of what was used on them the response was going to be a nuke.
Oh I've seen this one before! The next part is 'The FBI knew about them and did nothing'.

That's the normal language, but some states have expanded that concept in state law to refer to explosives like bombs or grenades.
