Hell, I lived in a town basically held up by a grain elevator, and we had fiber optic internet in the early 2000s. Granted it was shear luck that the fiber optic cable was being built right past (through? I dunno) the town, but shocking though it might be to big city sophisticates, rural folk can manage modern technology...
I spent a ton of time in the early 2000s in extremely poor southern rural areas. I was a tech contractor working at small schools. I know of a couple that had as much tech as the college I was in at the time despite having 150 students combined through all 12 grades. City people are clueless and just assume they are superior.
