If you were wondering how this even happened, it sounds like 1) they didn’t secure the nearest roof and 2) snipers scoped the target before he opened fire. So SS let it happen.

Devils advocate:

It's real hard to know what he was looking at. Although the quick return fire implies that he was looking at him.
What are the actual rules around firing at people? I presume they have to wait to see an actual weapon.

Fair questions. Plus a closer watching shows the rapid and significant repositioning of the counter sniper's weapon, maybe he didn't have shooter in his sights initially. Still, why the fuck was there an unmonitored rooftop 150 yds away?

I doubt he was able to reposition and fire accurately within 1-2 seconds.
