This could be a good idea if they shift the taxes higher up the chain (charge for tourists visas) and add taxes for permanent residents too. Tourists are only one of the problems.
Tourists should be taxed on a rudeness scale. The ruder and more disruptive, the more taxes and fees. Assault, for example, should be punished with a lifetime of debt slavery and made to work as a garbage scow's internal motor.
On the inverse side, tourists who are polite and obey local laws should be given a discount for their next visit.
