Well, kudos to someone making their own shit and not putting Sailor Moon in blackface.
I saw a small trailer on YT. Magical girls with a roller derby gimmick doesn't seem bad. However, Wheels and Roses has hideous Steven Universe style art.
The criticizer DOES have a point in that magical girl genre has evolved past Sailor Moon 30 years ago and if Sailor Moon is your main/only anime inspiration, their cartoon may seem outdated before it's even begun.

Mahou Shoujo has evolved so far that the "major deconstruction of the genre" is well over a decade old and has also become outdated and stale.
Which ironically means that "playing it dead straight like the old days" could work, but you need to understand and appreciate what's come and gone since to adapt around it.
I didn't mean they should make a deconstruction. But Sailor Moon has served as the template for so many OTHER magical girl anime that they should make sure what they are making isn't stale while also taking note what has/has not worked with the genre for other titles.
I wasn't saying they should either. Just that Sailor Moon and its template is so old that even its deconstructions are basically ancient and outdated as well.
