I think they planned to cause a scamdemic for many years, and decided it was time to pull the trigger when it was clear that Trump was going to cruise to a second term.

I think the original plan was primarily about gaining more control over people and getting them to accept vaccine passports and lockdowns, but getting Trump out of office superceded that. They couldn't risk a second Trump term when he wouldn't have to care about relection.
