I really wonder what this portends. And why call up reserves? Aren't there active duty who can do this?

The reservists are in-addition to active duty already stationed there. Hes adding more soldiers to that area with this without removing active duty from elsewhere.

Surely the US military has enough active duty to cover 3000 redeployments?
