Here is an article I found about saving the small town. All they could say is be more urban.

There are some good ideas, like have areas to just hang out. It's also a good idea to have an area to shop around that hangout area. That's why malls did so well. None of that is urban though.

The theme within is that people are moving to cities to be cool. Really, they're leaving small towns to find jobs. Suburban housing is growing, and has been for decades, but the cities are starting to say they are those areas as well.

I watched Seattle turn into a large city and lose itself from it. The area of Bremerton did it way better and they didn't lose their feel as much.
