Failure of these bolts wouldn't be catastrophic - they were only holding insulation in place - but the worker is an intolerable liability on any worksite if he's going to conceal his fuckups rather than stop and figure out what he's doing wrong.
But it doesn't work - those superglued bolts don't have anywhere near the strength they're supposed to. It just hides the problem and makes it more likely a major issue will occur.
