The OMB proposed a new category separate from white people ofEuropean descent, with “white” currently including people with“origins in any of the original peoples of Europe, the MiddleEast, or North Africa.”

Of course both "White" and "Black" are catch-alls, almost since it still then lists "African Am" and "Negro" - which tbh I'm surprised that included.
