Regarding your third point: Iowa passed vouchers a couple of days ago. Education money now follows child enrollment to whatever school they are enrolled in. Not a perfect solution, no, as this wraps whatever school this money goes to in the tentacles of government red tape, but if a parent cannot home school, this is better than a government school, at least.
Home schooling is still the best option, of course, but not everyone can.
Vouchers will make it so that states can set conditions by which schools are allowed to receive them. It will end up being a backdoor through which the state will set a private school's curriculum, similar to the way Feds set conditions states have to meet to receive funding.
