What kind of weird arrangement do these buildings have? When I used to go swimming, all the changing areas were single occupant and nobody could see inside.

To help clarify, what is the usual layout of a locker room from your perspective? In the states, there generally aren't designated "changing rooms" for privacy. People simply change next to their locker.
Showering areas are sometimes totally exposed as well.
I've seen both. Our local high school used to have a pool with open swim. Their locker room was just benches with lockers. On the other hand, the local beach house has individual stalls you can use to change privately.
