It is not as bad as it sounds. They recognize that there is a lot of children who have mental issues (sorry Reddit admins) who are then transed by the 'doctors'. I think the holistic thing is saying that they should be getting the care that will actually help them, rather than being fast-tracked for mutilation.
All in all, a positive step. I think the report also concluded that Tavistock was not keeping stock on the actual effects of the chemical castration drugs they were giving to kids.
