I think it's more that they're infectious (so their numbers keep increasing), they're not easily stopped, and it drastically changes the whole world.
It's not really a moral issue with 'the dead should stay dead' it's more like 'holy shit, the dead aren't staying dead, and there's a fucking fuck ton of them, and they're making more of themselves, fucking fuck!'
In zombie stories, even a small outbreak could end/change the whole world. That's what's scary about it; you can't easily go back from it, and shit just go real.
