The problem in cases like these is that the damage is done.
The people he hired and promoted probably weren't just picked for their skin color and checking the quota boxes, but also for their regressive beliefs. And they probably won't be fired or demoted because this policy "wasn't their fault" and the PD would get sued (even more than they probably already are).
