Paypal did precisely this to firearms and firearms accessories dealers in 2002 when Paypal decided to ban the use of their service for all firearms transactions.
This is literally behavior that is 2 decades old with them.
Even ultra lefty Arstechnica commentators were scorching Paypal in the story they had on this.
I have an account with them, but 1) its not linked to my primary bank account 2) I transfer any money I get out into the credit union account i have linked to it 3) I only use it to receive "friend to friend" payments for stuff I buy online from private sellers.
This has been going on for 20 years. It's not going to stop.
