They keep dozens of ICU beds empty "in reserve" for the influx of Covid-19.84 patients... that seldom, if ever, arrive.
ICU occupancy was the lowest in 5+ years in: July - Sept 2020. For that reason. Empty ICU beds everywhere but they still cancelled hundreds (in my Province alone) of important surgeries due to... lack of ICU spaces. :/

Obviously they shouldn't be doing that but if they absolutely wanted a picture of somebody in ICU treatment wouldn't that be illegal? Seems like it'd be some kind of medical confidentiality problem.
That said if you need it for your propaganda that bad just set up a staffer in the bed. Fuckin idiots.
Having actors do it is also against the law. Both HIPPA and News straight up say you can't do this.
