Except it did arise from circumstance. Only Fans, Twitch, strip clubs and prostitution are all manifestations of biology, and no amount of social engineering is going to change that. There will always be lonely men with money who are willing to reward pretty young women for paying attention to them or spending time with them.
Attaching a social stigma to this behaviour again might help those men eventually find happiness in a stable relationship instead, but this phenomenon has been around as long as humanity has, and it's not going anywhere.
