People can be afraid to come forward, take time to reason it out in their heads, that it's better to go to the cops, or get in a position where they can put some distance between them and their abuser, whatever. Point is, plenty of people don't go to the cops right away, or never do. It's a good thing you would, or think you would go, in a similar situation. but not everyone thinks the way you do.
