There were dozen other cops in that hallway, most of them far better equipped than he was, and they didn't feel the need to shoot an unarmed woman at point blank.

So why did this guy?

I'm guessing he was instructed to shoot someone if the opportunity presented itself in hopes that it would cause the crowd to go ape-shit.

I was watching, and I was honestly surprised the cops in that hallway with the protestors didn't get turned into mulch when she got shot.
