This is part of the attack on Xi/She/Her's political enemies. Tencent is owned by a billionaire(s?) who pissed off the establishment. Jack Ma and several others over the past few years have been getting hit over the head for this. Mainly for moving money out of china and making the country look bad for investments with their bullshit moves.

while the current owners have been toeing the line a bit they would never step right over it
additionally, the only reason why the current owners own it is because they have ties to people in government if they did not have such ties they wouldn't own it (if you start a company in china and it gets large enough you either make friends with people in government or you are "persuaded" to sell it to people that do or you might "accidentally" fall off a large building)
