So he sees the ultimate example of meritocratic professionalism as a "quasi-fascist military regime"? Because what he describes is simply mature adults performing their duties to the best of their abilities. It's like they cant comprehend an environment where the only thing that matters is how well you can do your work. Ironically a truly equal environment.
